..mostly cuz fish in stream do not take kind to stuff in drain and stuff in drain is poison to fish to stream so when you dump stuff in drain,natural mineral spring water become contaminated and fish in stream die when you dump drains to stream. Natural ecology prohibit it as do linguist who paint to sidewalk.
